Now the rainy season had arrived, offering a respite to the jungle and a clearer view of the damage to the world.<\/p>\n<p class=\"css-exrw3m evys1bk0\">The picture that emerged was anything but reassuring: Brazil\u2019s space agency reported that in one year, more than 3,700 square miles of the Amazon had been\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/11\/18\/world\/americas\/brazil-amazon-deforestation.html?module=inline\">razed<\/a>\u00a0\u2014 a swath of jungle nearly the\u00a0size\u00a0of Lebanon torn from the world\u2019s largest rainforest.<\/p>\n<p class=\"css-exrw3m evys1bk0\">It was the highest loss in Brazilian rainforest in a decade, and stark evidence of just how badly the Amazon, an important buffer against global warming, has fared in Brazil\u2019s first year under President Jair Bolsonaro.<\/p>\n<p class=\"css-exrw3m evys1bk0\">He has vowed to open the rainforest to industry and scale back its protections, and his government has followed through,\u00a0cutting funds and staffing to weaken the enforcement of environmental laws.\u00a0In the absence of federal agents, waves of loggers, ranchers and miners moved in, emboldened by the president and eager to satisfy global demand.<\/p>\n<p>&nbsp;<\/p>\n<h3 style=\"text-align: center;\"><strong>Deforestation soared, up\u00a0almost 30 percent\u00a0from the year before.<\/strong><\/h3>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter wp-image-12411\" src=\"https:\/\/www.raisg.org\/wp-content\/uploads\/2019\/12\/mapa.png\" alt=\"\" width=\"830\" height=\"778\" srcset=\"https:\/\/www.raisg.org\/wp-content\/uploads\/2019\/12\/mapa.png 1233w, https:\/\/www.raisg.org\/wp-content\/uploads\/2019\/12\/mapa-300x282.png 300w, https:\/\/www.raisg.org\/wp-content\/uploads\/2019\/12\/mapa-768x721.png 768w, https:\/\/www.raisg.org\/wp-content\/uploads\/2019\/12\/mapa-1024x961.png 1024w, https:\/\/www.raisg.org\/wp-content\/uploads\/2019\/12\/mapa-500x469.png 500w\" sizes=\"(max-width: 830px) 100vw, 830px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>\u201cIt confirms the Amazon is completely lawless,\u201d Carlos Nobre, a climate scientist with the University of S\u00e3o Paulo, said of the data. \u201cThe environmental criminals feel more and more empowered.\u201d<\/p>\n<div class=\"css-53u6y8\">\n<p class=\"css-exrw3m evys1bk0\">He warned that the Amazon may soon cross\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/08\/30\/world\/americas\/amazon-rainforest-fires-climate.html\">a tipping point<\/a>\u00a0and begin to self-destruct. \u201cLaw enforcement has reached its minimum effectiveness in a decade,\u201d he said. \u201cIt is a worrying warning for the future.\u201d<\/p>\n<p class=\"css-exrw3m evys1bk0\">Mr. Bolsonaro\u2019s government has made some nods to combating illegal clear-cutting, but the president has reaffirmed his longstanding position of disdain toward conservation work. He once said that Brazil\u2019s environmental policy was \u201c<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2018\/10\/17\/climate\/brazil-election-amazon-environment.html\">suffocating the country<\/a>\u201d; he vowed on the campaign trail that not \u201ca square centimeter\u201d of land would be designated for Indigenous people; and\u00a0last month\u00a0he brushed aside official data about deforestation.<\/p>\n<p>His stance has been\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/10\/06\/video\/amazon-rainforest-fires-burning.html\">widely noted<\/a>\u00a0on the Amazon frontier, where the rainforest is transformed into land for cattle, soybeans and other crops in a process that\u00a0can be murky, sometimes illegal and frequently violent.<\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p style=\"text-align: problem, but this is the first time it has happened thanks to the discourse and activities of the federal government,\u201d said Marina Silva, who as environment minister\u00a0in the mid-2000s\u00a0cracked down on illegal activity in the Amazon, contributing to an 83 percent fall in deforestation from 2004 to 2012.<\/p>\n<p class=\"css-exrw3m evys1bk0\">Around 2014, Brazil\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2012\/06\/22\/world\/americas\/brazil-combats-slowdown-with-even-more-stimulus.html\">started sliding<\/a>\u00a0into\u00a0<a class=\"css-1g7m0tk\" title=\"\" href=\"https:\/\/www.nytimes.com\/2015\/09\/11\/world\/americas\/brazils-economic-crisis-intensifies-raising-pressure-on-president.html\">a deep recession<\/a>, and deforestation began to rise as ranchers and loggers searched for new land to exploit. By the height of the dry season in July and August, some experts feared that criminal loggers and ranchers, who use fire to prepare land for crops and pasture, were clearing the Amazon with impunity.<\/p>\n<p>Their fires drew international attention, especially as images spread online of jungle blazes, charred trees and the smoke-darkened sky over Brazil\u2019s largest city, S\u00e3o Paulo, 1,800 miles southeast of the rainforest.
