communities in the state of Par\u00e1 are unconvinced by the Bolsonaro government\u2019s claims of jobs and other benefits that a dramatic extension of a trans-Amazon highway would bring<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"content__main tonal__main tonal__main--tone-feature\">\n<div class=\"gs-container\">\n<div class=\"content__main-column content__main-column--article js-content-main-column \">\n<div class=\"content__article-body from-content-api js-article__body\" data-test-id=\"article-review-body\">\n<p>From the veranda of her wooden home, Joaci da Silva looked out across her garden towards the waters of the River Amazon, and shuddered as she considered the future.<\/p>\n<p>\u201cToday we live in a paradise,\u201d she said.<\/p>\n<p>But the future of that paradise is in doubt after Brazil\u2019s far-right president\u00a0Jair Bolsonaro\u00a0backed plans to build a bridge across the river, and extend a busy highway hundreds of miles through protected forests.<\/p>\n<p>\u201cWe know there will be a big impact,\u201d said Da Silva, 51, who \u2013 like many people in the tiny riverside community of Sant\u00edssima Trindade \u2013 fears the project will bring crime, noise and pollution. \u201cIt will bring some benefits and jobs, but there will be devastation.\u201d<\/p>\n<p>A short boat ride away from her home is the quaint colonial backwater of \u00d3bidos; beyond that is 500km of rainforest stretching to Suriname \u2013 the \u201cCalha Norte\u201d, or \u201cNorth Zone\u201d of Par\u00e1 state.<\/p>\n<figure class=\"element element-interactive interactive\" data-interactive=\"https:\/\/interactive.guim.co.uk\/embed\/iframe-wrapper\/0.1\/boot.js\" data-canonical-url=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2020\/02\/archive-zip\/giv-39022KcQB5yeMU7r\/\" data-alt=\"brazil locator\"><iframe src=\"https:\/\/interactive.guim.co.uk\/uploader\/embed\/2020\/02\/archive-zip\/giv-39022KcQB5yeMU7r\/\" height=\"404\" data-mce-fragment=\"1\"><\/iframe><\/figure>\n<p>Military officers in the government say the region should be settled and developed, as happened in other parts of the Amazon during Brazil\u2019s military dictatorship (1964-1985), a period revered by Bolsonaro.<\/p>\n<p>Along with economic benefits, they argue that populating the Calha Norte could also help defend Brazilian territory \u2013 even raising the spectre of a supposed threat posed by Chinese migrants in Suriname.<\/p>\n<p>The plan \u2013 known as the Baron Rio Branco programme \u2013 revises an elaborate infrastructure scheme\u00a0first proposed in 1953\u00a0which includes constructing a major hydroelectric plant, building a bridge across this narrow stretch of the Amazon and extending a major highway all the way to the Suriname border.<\/p>\n<p>The US government briefly offered support to the some of the plans through an Amazon \u201cmegaprojects\u201d scheme run by a private contractor for its development agency, USAid, but that programme was shut down in December under pressure from indigenous organisations and environmental groups.<\/p>\n<figure id=\"img-2\" class=\"element element-image img--landscape element--showcase fig--narrow-caption But environmentalists, indigenous leaders and riverside dwellers like Joaci da Silva are deeply dismayed by the project.<\/p>\n<aside class=\"element element-rich-link element--thumbnail element-rich-link--upgraded\" data-component=\"rich-link\" data-link-name=\"rich-link-2 | 1\">\n<div class=\"rich-link tone-feature--item rich-link--pillar-news\">\n<div class=\"rich-link__container\">\n<div class=\"rich-link__image-container u-responsive-ratio\"><img decoding=\"async\" src=\"https:\/\/i.guim.co.uk\/img\/media\/3c468cff654c4d43c7e478960ad6a3e12f731743\/59_0_1803_1082\/master\/1803.jpg?width=460&amp;quality=85&amp;auto=format&amp;fit=max&amp;s=fda3ece1f4a4fa32586c840110d71519\" \/><\/div>\n<div class=\"rich-link__read-more\">\n<div class=\"rich-link__arrow\"><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/aside>\n<p>Three-quarters of Par\u00e1\u2019s North Zone consists of\u00a0protected\u00a0areas and\u00a0indigenous\u00a0reserves. Environmentalists say building a highway will open the region up to loggers,\u00a0wildcat\u00a0miners and land-grabbers, as happened further south in the Amazon where the same highway \u2013 the BR-163 \u2013 borders one of the most devastated conservation areas in Brazil, the\u00a0Jamanxim\u00a0forest.<\/p>\n<p>The BR-163 connects the agricultural powerhouse state of Mato Grosso to the Amazon ports Miritituba and Santar\u00e9m, and in November the army finished asphalting its last unpaved section. The plan includes two alternative routes to link the road to the proposed bridge at \u00d3bidos and points north.<\/p>\n<figure class=\"element element-tweet\" At the dusty town museum, Regina Figueira, 56, said she hoped the bridge might revive prosperous times, when the town was an important port. \u201cPeople had more purchasing power,\u201d she said.<\/p>\n<p>In August a group of military officers came to \u00d3bidos to promote the scheme. They told the mayor, Francisco Alfaia, that populating areas around the highway would protect the North Zone from being \u201ccolonised\u201d by foreign NGOs.<\/p>\n<p>The argument failed to convince him. \u201cThey haven\u2019t explained it very well,\u201d Alfaia said. \u201cI don\u2019t see what benefits it would bring us.\u201d<\/p>\n<p>Alfaia\u2019s doubts were fed by his own experience in another Amazon region battered by an ambitious development project.<\/p>\n<p>He previously worked as a bank manager in Altamira, the Par\u00e1 town whose population almost doubled after the\u00a0mammoth Belo Monte hydroelectric plant\u00a0was built nearby. Riverside communities were flooded and residents now live in\u00a0crime-ridden, urban slums.
